WI I think you'll first be able to get a Regular Unrestricted Driver's License at 19. (Probationary License is good for 2 years from next Birthday. So if 16 eligible for Regular License at 19.)
However... WI doesn't see Age equaling experience... So you can be any age and still must accept a Probationary License. Course if you are just referring to GDL (Graduated Drivers License) WI's Passenger/Darkness Restrictions don't apply after a Driver's 18th Birthday. But the Probationary License still applies (First 9 months of Probationary License or 18th Birthday).
So as I understand it... a Driver could have an "Unrestricted" (Go where you want... when you want... with whom ever you want) License at maybe 16 years 9 months? But don't get pulled over for traffic violations or risk Double Demerit Points and possible revocation of the license after "earning" 12 points or more in less then 12 months.

I was 14 in 1958 when I got my restricted license. I think 14 is a good age for that. It gives a person some time to learn to drive when they might still be listening to their parents and can learn something. It is probably not good to wait until they are 21, on their 2nd marriage with 4 kids and working two jobs, plus getting drunk every afternoon. That is not the time to hand them a set of keys for the first time. If you make them wait until they're 21 to drive they will probably have stolen several cars by then to practice with. Also I don't like to take two 20 year old couples around in my car when they're dating. They want to go play video games and I want to go home and go to sleep. Sometimes they want to stay out past 9:30 PM and that's too late. Kids are too wild these days. Give them the keys and tell them to be home before their 25th birthday.

In California, you are a provisional licensee until you're 18. One of the restrictions is that you cannot drive passengers under 20 unless if you have a licensed adult 25+. I agree with that because statistics show that there is a HUGE difference between 16-year-old drivers and 18-year-old drivers, and it's proven that the more youngsters you have in your car, the higher the risk of a collision.

I got my licence when I was 16, and still have it over 50 years legal. I was driving and in full control of a car when I was 8 years of age, grew up in the country. First off I don't endorse driving schools, as far as I am concerned from what I have seen they are not qualified to drive themselves let alone teach others.
Both my girls were 16 when they got their licence, i bought them each a car it was registered to them and they paid the insurance. To this day they still have their licence and have had no traffic violations and are good drivers.
So if a 16 year old has their head screwed on right then give them a break, if not then take away their right to drive. there are plenty of people who claim they are adults that should have their licence revoked, we have all seen them on the roads total immature idiots.

Some college students are still 17, especially those with late birthdays. If you're old enough to go to college, you're old enough to drive. Anyone who disagrees needs some serious backup.

Grow up on a 160 acre farm, Been driving sense I was 11. At 16 I was just driving in a different place (the highway). I think 16 is about right.

I was able to get my permit at 16 1/2. Some of the teens should wait till they are 21 and then I would still question there abilities behind the wheel.

16 - 18 only if they need it for work and pass the eye and motorcycle test. Unrestricted... only starts across the board, if they pass the eye test and a motorcycle test, at the age of 18. If they don't pass those tests... then the license is technically "restricted".

I agree with the 16 year old unrestricted because this gives them 2 years to gain experience before they head off to college. I still remember the first time driving off to college by myself and feeling as if I didn't have enough experience on the highway.

Testing should be independent of age.
I feel that it should depend on the individuals age because, I know of different people that got their drivers license at different ages and I feel it was because of where they were in their lives mentally, age wise and what was going on in their lives.
